1.                                         SUMMARY

In charge of the Deck Department and responsible to the Master for the daily operations of the vessel with regard to same.

2.                                         ESSENTIAL DUTIES AND RESPONSIBILITIES

The day to day supervision of the deck department (officers, boatswain, and seamen), assuring that work is accomplished in a safe and efficient manner.

The general management of cargo operations (loading, off-loading, and stowage), particularly in regards to safe handling, secure stowage, and favorable stability.

The maintenance of all cargo gear, holds, decks, hatches and hull.(Liaising with Chief Engineer as necessary)

The management of all emergency station bill assignments, posting of lists, and stowaway search parties.

The treatment and handling of all potable water brought aboard.

The planning and implementation of the deck budget, and maintenance of deck financial records.

The management of the onboard pest control program.

The cleanliness of the exterior and holds of the vessel.

Responsible as On-Scene Commander in emergency situations and  drills.

Responsible as Clean-Up Team Leader in the event of an oil spill.

The supervision of the ship's waste management plan.

Selection of deck personnel and care of the deck crew in regards to morale and spiritual welfare.

Preparation of stability calculations and documentation prior  to departure from port.

The timely administration of staff appraisals.

As pressure of work and staffing levels allow, some of the  above duties may be delegated to other officers, with the agreement of the Master.

Extensive knowledge of the vessel’s safety systems and Company SMS.

At Sea:

Being the Officer in charge of a navigational watch at sea, under pilotage, or at anchor, if necessary. 

Following all standing, general, and night orders given by the Master, as well as all international regulations.

Continued observance and supervision of the deck crew plus any other areas of in-port responsibilities which may apply at sea.

3.                                         QUALIFICATIONS

·         Minimum 5 years should have been working in a Project Management environment for such large projects (worth at least US $ 150m) with an International EPC Contractor holding a similar position.

·         Good communication skills (both oral and written) are essential.

Maintains all refrigeration and air conditioning equipment on board.

Maintaining the ships main refrigeration plant and all other refrigeration machinery onboard (including condenser and strainer cleaning);

Maintaining the main air conditioning chiller units and hospital air conditioning plant and all other units onboard (including cleaning strainers and heat exchangers);

Maintaining required log books and keeping proper records of maintenance carried out in the Company's planned maintenance system;

Ensuring adequate supply of refrigerant gas, refrigerant lubricating oil and spare parts onboard as well as ensuring that refrigeration tools are kept in good working order and in good supply;

Maintaining spares cabinets and spare parts therein and refrigeration store room and tools therein;

Maintaining the air handlers, including the cleaning of air handlers filters in the vent stations;

Maintaining chilled water, condenser circulation, and sea water air conditioning pumps;

Standing watch in the machinery spaces if required, in according to Certificate of Competency capacity;

Understanding the Company Safety Management System as it applies to the responsibilities of this position.

Informing the Chief Engineer about parts and supply stocks, along with projected future requirements of spare parts and stores;

Understanding the Company Safety Management System and the ship's Contingency Plan for emergency procedures.

-          Assist Chief Engineer in all operations involving fuel, lube oil and bunkering;

Purpose:

Ensuring Execution Contractors fulfil their contractual obligations regarding Mechanical Completion and Pre-commissioning. Monitoring the proper execution and timely Data entry into the ACS System and reporting physical progress/status of the activity.

Duration:    12 Month Contract with possible Extension

Basis: 28 / 28 Rotations

Indicative Day Rate:  £400 GBP per day worked

Role Activities:

The job holder is responsible for:

·         Monitoring Execution Contractors ACS system team;

·         Monitoring & verifying the accuracy of the populated ACS system data provided by others;

·         Ensuring the accuracy of Execution Contractor information loaded into the ACS;

·         Checking the correct preparation of the Sub-system dossiers by Execution Contractor according the data loaded into ACS;

·         Reviews Sub-system dossiers in cooperation with the other related Client Departments, (Construction, QA/QC and Commissioning) according to the Contract requirements and relevant procedures;

·         Coordination of the Clients Construction Supervisors & QA/QC Inspectors for site (walk down) in cooperation with the other related Execution Contractors:

·         Monitoring of preparation, implementation and closure of the Clients punchlists;

·         Ensuring that no Punchlist A Items are still open before issue of the Certificate, Ready for Commissioning;

·         Ensuring that no Non-Conformities are still open before issue of the Certificate, Ready for Commissioning.

Qualifications & Experience:

·         Education to a degree or diploma level;

·         Minimum of 7 years experience in Project Quality Management at site

·         Demonstrable evidence of managing Quality / Construction / Commissioning resources;

·         Familiarity with ISO 9001:2000;

·         Experience of working in Pre-commissioning and Commissioning phases;

·         Experience of working on RoK or Former Soviet Union oil and gas projects would be an advantage.

Purpose:

To provide diving expertise and support to all facets of the EP project for procuring qualified diving services, conducting audits and investigations into incidents. The general scope of work shall cover diving requirements for drilling, marine and construction activities on existing assets and additional subsea operations required by the company within the area of operation.

Duration:    12 Month Contract with possible Extension

Basis: Offshore  Rotation 28/28

Indicative Day Rate:  £535 GBP per day worked

Role Activities:

The job holder is responsible for organising and conducting the following activities:

·         Visual surveys

·         Dimensional surveys

·         Pipeline metrology

·         Site and pipeline route clearance activities

·         Structure, pipeline and cable inspection

·         Barge and tug hull inspections

·         Visual (VHS video) recording for as-built information

·         Berm survey, inspection and possible removal

·         Underwater cutting operations

·         Welding repairs

·         MPI inspection

·         Emergencies – fouled propellers, blocked sea chests, hull damage etc.

Assistance with:

·         Pipe lay operations

·         Pipeline/cable trenching operations

·         Piling works

·         Structure installation

·         Structure and pipeline protection works

·         Civil Engineering works

Qualifications & Experience:

·         At least 10 years experience in the offshore diving industry with appropriate accredited qualifications

·         Intimate knowledge and implementation of international standards for the diving industry

·         held a position of responsibility in an international oil and gas company or major diving support service company

·         IMCA Air Diving Supervisor

·         NDT Operator Qualification (UT, MPI)

·         Hydrostatic Testing Technician

·         ROV Handling qualified technician

·         BELL/SAT Diving S/visor level

To develop new Manpower/Crewing/Manning business in Asian Region, co-ordinate and liaise with Group’s MSOs to develop and deliver existing and new businesses.  This will include any Offshore and/or Oil Industrial personnel.

To develop and assist with the set up of new manpower sources to meet the Group and market demand for supply of qualified seagoing and shore staff. 

KEY TASKS AND RESPONSIBILITIES:

To market and develop manpower services business in Asia region.

Fulfil contractual obligations as Principal to existing and new manning operations within region.

Set up service agreements with new clients.

Coordinate client account management within region.

To ensure all agreed fees/expenses and any other revenues are collected on set time frame as agreed with clients.

Propose and liaise with clients for annual revision of service fees and revenues for our provided services.

To ensure all client services are delivered at their satisfaction and upon receipt of any customer complaints, ensure prompt investigation and improvement is implemented.

Identify and monitor training requirements for all marine or non-marine personnel supplied to clients and to ensure such training are properly implemented and recorded.  

To ensure all supplied personnel are properly covered by insurance.

To monitor and ensure all industrial relationship are smoothly covered by entering into proper agreement with concerned Unions and ensure fees/dues are paid accurately/timely.

Submit of quotation to any potential clients for any possible/potential new business.

To set up manning agreements with manning entities in the region.

Any other duties which may required to carry out by Regional Manpower Director or Manpower Operation Director.

OVERALL PURPOSE OF THE JOB:

To direct and control the delivery of the Company’s offshore service offering and to develop and implement our offshore strategy to meet existing and future offshore objectives.

KEY TASKS AND RESPONSIBILITIES: 1.       Contribute to the development of the Company’s corporate strategy and lead strategy development in the offshore sector to ensure the Company achieves its short and long term objectives. 2.       Develop and implement high quality operational policies and procedures to support and ensure achievement of the offshore business objectives. 3.       Ensure ongoing compliance with the above and continually review to ensure relevant, compliant and effective. 4.       Maintain regular contact with clients to keep them aware of offshore developments and to seek feedback from them in order to effectively implement a programme of continuous improvement, and further business development. 5.       Directing and working with the Business Development Manager (Offshore), evaluate potential business opportunities, establish targets, prepare business development plans and ensure effective implementation once approved 6.       Develop close working relationships with other key functions in V.Group to keep them aware of, and seek their views on, proposed offshore organisational changes to ensure that there is a co-ordinated approach. 7.       Provide advice and guidance to managers and staff on all aspects of offshore business opportunities. 8.       Maintain an awareness of any possible threats to the offshore business and develop policies and processes that will provide for such contingencies. 9.       Maintain an awareness of developments in the offshore field and ensure advantage is taken of the latest thinking in these areas. 10.   Commission and undertake research in the field of offshore development to ensure the organisation implements policies and approaches that will improve operational effectiveness.   11.   Maintain an up to date knowledge of competitors to evaluate the strengths and weaknesses of their products and/or services. 12.   In conjunction with the Business Development Manager (Offshore) investigate and propose alliances with local companies in host countries to enhance V.Ships Offshore (VSO) presence and stimulate business opportunities. 13.   Monitor the preparation, presentation and follow-up of commercial offers. 14.   Oversee and support as appropriate, the negotiation of contracts. 15.   Critically evaluate the costs and benefits of all new offshore initiatives to ensure resources are appropriately directed. 16.   Develop and monitor budgets for all offshore development projects. 17.   Pro-active participation in various Group activities e.g. promotion, cross-selling and preparation of publicity materials.
